About This Job:

The purpose of HEOR in Astellas is to demonstrate the value of health care technologies, to support patient access, to improve people’s lives and contribute to societal wellbeing through evidence generation, synthesis and dissemination.

Reporting to the Senior Director HEOR (Affiliates) and with a dotted line reporting to the country Medical Director, the successful candidate will be responsible for the development, delivery and management of EST-M HEOR strategy. These activities will include, but are not limited to, the creation/adaptation of cost effectiveness analyses, comparative effectiveness analyses such as Network Meta-Analyses, Real World Evidence data generation, Patient Reported Outcomes analyses, epidemiological data generation, post-hoc analyses, Systematic Literature Reviews, development/augmentation of Core Value Dossiers, and co-development of HTA/reimbursement dossiers over various stages of product life-cycle.

This position requires subject matter expertise, strong interpersonal and matrix team skills, project and vendor management skills and pharmaceutical research design and methods to:

  • Develop and lead innovative HEOR initiatives that are medically relevant, scientifically valid, appropriately planned, managed and executed for either the EMEA region or specific countries within EMEA 
  • Contribute to cross-functional matrix teams within the EST-M region and at country level to ensure communication, collaboration, transparency and understanding of HEOR strategy
  • Lead effective collaborations with internal stakeholders, understanding medical needs and developing and implementing strategies that address these needs
  • Be a key collaborator with external stakeholders and HEOR experts to ensure that Astellas sponsored EST-M HEOR initiatives are clinically relevant, support the needs of patients, health care providers and payers

Essential Job Responsibilities: 

Inform and implement the HEOR strategy for assigned TA or product(s) and function as subject matter expert in the local HTA requirements and design HEOR/Value strategies accordingly

Closely monitor the changing healthcare and economic landscape to anticipate and address potential impact on the business

Support HEOR business objectives and budgetary plans with a 3-5-year perspective through HEOR evidence generation, synthesis, dissemination, communication and refinement

To keep abreast of industry ‘best practice’ and adopt a ‘continuous improvement’ approach within Astellas to establish a culture of compliance

Adapt and maintain Globally-aligned regional/country Value Dossier in line with local HTA needs for the TA

Essential Knowledge & Experience:

  • Several years’ experience in Health Economics Outcome Research, clinical research or epidemiology within the pharmaceutical industry, or related HEOR consultancies
  • Experience with GBA, AMNOG, IQWiG
  • Good working knowledge of Market Access
  • Expertise in leveraging outcomes data in the appropriate clinical context
  • Experience with the co-creation of German Value Dossiers and the required post-hoc analyses as well as internal post-hoc governance processes
  • Co-lead at the GBA oral hearings
  • Co-lead pre-submission advice activities and follow-up activities such as coordinating responses to questions/objections
  • Manage relationships with medical associations and clinical experts for dossier development, progress and challenges, for IQWiG assessments and GBA hearings support
  • Advise Astellas on clinical development programme to meet the expectations of German HTA including early HTA Scientific Advice meetings with AMNOG
  • Educate Astellas on GBA requirements and understand impact of GBA on wider business globally
  • Ensure all compliance requirements are fulfilled including Codex of Practice of German Pharmaceutical Trade Association ‘VFA’
  • Demonstrated strategic thinking, problem-solving and decision-making skills
  • Excellent written and verbal communication skills
  • Excellent presentation and organizational skills


  • Master degree in Health Economics, Economics, Pharmacy, Life Sciences, Medicine or Epidemiology
  • English and German language advanced level in speaking and writing
