About This Job:


In this position you will maximize the value of our assets across the whole lifecycle of the product from pre-launch through to in market, influencing and driving market access at all the key changing leverage points. Establish and drive P&R strategy to ensure market access considerations become a core factor in strategic decision making. Build strong relationships with local authorities and payers and develop strong understanding of their needs Confirm local payer customer insights are accurately captured and effectively communicated to the Affiliate Market Access and Brand teams.


As Market Access Manager Romania you will mainly:


Market Access Strategy


  • Adapt the EHQ Market Access strategy for the brand to be appropriate for local market conditions and to achieve   fastest possible access to relevant markets for their new products and new indications for existing products.
  • Post reimbursement, develop local strategies to gain continued access for the brand on local formularies and in managing tenders towards successful outcomes.
  • Support strategic decision making
  • Champion local market access requirements both pre and post-launch across Sales, Medical and Marketing and in EHQ Clinical Trial and local study strategy
  • Gather intelligence about value dossier requirements and HTA changes and strategy and advise about changes that could influence Astellas activities

Pricing and Reimbursement Pre and Post-Launch


  • Understand and validate the schedule of reviews by local bodies of Astellas products and produce an operational plan for the required submission work.
  • Take responsibility for the drafting of local Value Dossier/Health Technology Appraisal (HTA) as applicable submissions, ensuring that they are of the highest standard and submitted in a timely manner.
  • Co-ordinate the Value Dossier/HTA activities of the various identified experts (internal, and external consultants) who contribute to submissions. To ensure, as far as reasonably possible, the best possible outcome for any submissions and to follow up and respond to queries in a timely manner until determination.
  • Consult and analyse various data sources to inform value proposition including EHQ Value Dossiers, data from HEOR, Clinical Trial data, market and competitor research, literature reviews with the support of the Commercial Excellence team

Formulary Access


  • Responsible for identifying and managing the tender processes for formulary access post-launch as applicable.
  • Work with EHQ to determine appropriate discount and value-based pricing schemes and apply these to the local country market access discussions and needs.

External Stakeholder Engagement


  • Identify payers and authorities, hospital formulary groups and other key influential bodies and build the necessary strong relationships to optimize chances of success in market access activities.
  • Represent Astellas together with the GM in the local Pharma association and proactively involve and participate in meetings, working groups
  • Working closely with external Health Economists, Regulatory, Marketing and other Managers to ensure that data in submissions is as robust and favourable as possible and in line with payer preferences.
  • Recruiting pathfinders for market access across all current and future stakeholders.

Internal Stakeholder Management


  • Regular engagement and collaboration with HBR Market Access Team to share local requirements, understand and drive European strategic direction and support the development of appropriate local modelling in pre- and post-launch phases for use in submissions.
  • Actively engage and share relevant insights into the local and above-country triangulation discussions with Marketing, Medical and Sales to support brand planning, messaging and execution activities.

Essential Knowledge & Experience:


  • Full and detailed understanding of the relevant authorities/HTA bodies, the local healthcare system and the commercial implications for Pharma companies.
  • Knowledge in pre-license and product launch activities.
  • Presentation and negotiation skills, ability to build and manage relationships in complex organizations.
  • Ability to develop, manage and deliver business projects and organize own workload to achieve a broad portfolio of objectives.
  • Knowledge of the pharmaceutical industry and local Code of Practice.
  • Excellent written and verbal communication skills.
  • Solid experience in Pharma or local Healthcare Management Experience. Experience at Management Level (Pharma or medical authority) or previous Healthcare Development Experience.
  • Experience of having been closely involved in the writing of P&R submissions

Education/Qualifications:


  • Educated to degree level (or equivalent) with capability of understanding basic science/medicine.
  • Formal training in Health Economics a distinct advantage although not essential.
  • Languages: strong English and Romanian level.
  • Computer literacy.
